Patrick J. Kelly is from Brooklyn, N.Y. and received a BA from St. Francis College in 1965. He then entered the U.S.Army and attended Officer Candidate School, receiving a commission as a 2nd Lieut. He was then assigned to a Special Forces Unit and received additional training as a Ranger. He separated from the Army in 1969 and entered the FBI as a Special Agent serving in Savannah, Ga. and Philadelphia. Mr. Kelly was assigned to the Harrisburg Resident Agency from 1976 until his retirement in 2001.Mr. Kelly was selected to attend the U.S.Army Polygraph School in 1981 and worked as a polygraph examiner for the FBI. Additionally, he has worked as a consultant on polygraph matters to the CIA, DEA and numerous other Federal Agencies. He has also been an adjunct instructor at the Department of Defense Polygraph School, specializing in Interviewing and Interrogation courses.

During the course of his FBI career Mr. Kelly attended graduate schools at the University of Virginia and Shippensburg University, and was the primary international instructor for the FBI in Interviewing and Interrogation, and Statement Analysis. He has conducted training for hundreds of prosecutors and investigators throughout the U.S., and overseas. Mr. Kelly, upon his retirement from the FBI, continues to provide instruction at the Harrisburg Area Community College and at the National Fire Academy in Emmittsburg, Md, as well as providing training to several agencies for the Commonwealth of Pa.Mr.Kelly is currently on the staff of the Northeast Counterdrug Training Center-Polygraph School and has helped train hundreds of polygraph examiners for police departments from all across the U.S.

He has also been called back to service by the FBI to conduct training of law enforcement personnel in Europe and Africa in the areas on Interview and Interrogation, and Statement Analysis.

Mr. Kelly has also been a lecturer at the International School of Investigative Criminology, Rome, Italy and the International School of Criminal Psychology, University La Sprenza, Rome, Italy.
