Arson Investigators Subrogation Webinar Series (A Partnership with IAAI)
“Fire Scene Health and Safety Considerations in the Post-Fire Environment”

The International Association of Arson Investigators (IAAI) has undertaken an initiative to change the health and safety culture of all who enter post-extinguishment fire scenes. As we continue to learn about the many adverse health effects of the toxic gases, vapors, and particulates that persist at these scenes after the fire is out, it becomes increasingly necessary to adequately protect ourselves from the chronic effects of the many cancer-causing agents present. Highly relevant to anyone who spends time in this environment, this presentation, based on the IAAI’s ongoing research and groundbreaking best practices white paper, will address the many changes at today’s fire scenes, the latest research findings in this area, and the mitigation actions and methodologies that should be used.
Presenters – Chris Konzelmann – White & Williams and Jeff Pauley - IAAI
Chris Konzelmann is a partner in the Subrogation Department of White and Williams LLP where he started his legal career in 1990. He regularly acts as lead counsel in substantial fire subrogation matters throughout the United States. Chris is an active NASP member and frequent lecturer on property subrogation topics. He was the Co-Chair of the March 2019 Litigation Skills and Management Conference and awarded the Spirit of NASP award at the October 2019 Annual Conference. Chris is an active member of the National Association of Arson Investigators where he is an instructor for the highly regarded Expert Witness Courtroom Testimony program. Chris is an active New Jersey state certified interior structural firefighter, fire officer, and fire instructor. He is a Captain in the Moorestown Fire Department in Burlington County, New Jersey where he has training, operational, and supervisory fire ground responsibilities.
Jeff Pauley is a retired Maryland police sergeant who has spent the last nine years as a fire investigator. He was the deputy fire marshal for the Bedford County (VA) Department of Fire & Rescue for five years and the battalion chief/fire marshal there for two and a half years. Since early 2018 he has been employed by EFI Global, Inc. as a fire investigator in North Carolina, where he currently resides. Mr. Pauley holds the IAAI-CFI, IAAI-FIT and NAFI-CFEI certifications, as well as many Virginia and North Carolina fire service certifications, and is a member of the Institution of Fire Engineers. He has an A.A. in Law Enforcement and a B.S. in Management Studies, both from the University of Maryland, and a Graduate Certificate in Public Administration from Southern New Hampshire University. He is currently pursuing a M.Sc. in Occupational Health and Safety at Columbia Southern University.
