The origin of the fire is the first priority. Once that has been determined, the investigator must
continue working through the scientific method of investigation in order to correctly identify the
ignition source that caused this fire? What is the difference between a “potential” ignition source
and the “most competent” ignition source? Have you identified each and every potential ignition
source within the room of origin?

By following the guidelines of NFPA 921, the investigator will better understand the importance of
identifying the “most competent” ignition source and be able to explain the ignition sequence for
this fire. The class will also discuss how “negative corpus” can affect an Incendiary fire cause
determination.

Writing Your Investigative Report - The Importance of a Concise and Thorough Report…

It is well known that writing the investigative report is probably the most dreaded job facing the
fire investigator. However, it is also well known that your investigative report is probably the
most important job of the whole investigation! This course is designed to assist the investigator
with the basics of writing the expert report by following the recommendations in the most current
edition of NFPA 921 and NFPA 1033, as well as the information found in the current editions of
the ASTM standards.

The information found in this course will provide the investigator with ideas on “how to paint the
picture” to the reader of the report by following the recommended format for putting your report
together and the recommended contents that should be included in your expert investigative
report.

A “sample report” will be provided for class discussion at the end of the class.

May 18th - Indoor Marijuana Grow and Butane Hash Oil Fires and Identifying and
Addressing Serial Arson - (Victor Massenkoff, IAAI - CFI (BIO Below)

The recent dramatic increase in the number of illegal marijuana cultivation and butane hash oil
extraction operations are resulting in numerous fires and serious burn injuries across the United
States. Conditions commonly found at these fire scenes can expose investigators and First
Responders to serious health hazards including risk of vapor ignition/explosions and
electrocution.

This course of instruction will introduce the most common ways in which these fires are caused
and how to identify signs and evidence of such operations. The information presented will aid
investigators in qualifying as Origin and Cause Expert Witnesses related to these types of fires.
Most importantly, the course will cover the many hazards that First Responders and Investigators
are exposed to by these incidents.

Course Highlights:
 Description of methods and equipment used in indoor residential marijuana
grow operations
 Role of organized crime in these grow operations and methods of distribution
and concealment
 Description of methods and equipment used to produce Butane Hash Oil
 How to safely process Grow and Butane Hash Oil operation fire scenes
 Prosecution and Cost Recovery strategies

The Serial Arson class covers how to identify emerging serial arson patterns and trends,
implementing local and regional investigative resources, coordinating investigation resources
and techniques.

IDPH and local COVID guidelines will we followed. If there is a need to cancel the in person
conference a virtual conference will be utilized.
